It was proposed to develop Low Frequency Array (LOFAR) radio telescope, which would capture weak radio signals from space.
- This information was to enable scientists to study evolution of Universe in nearby stars & galaxies.
- LOFAR was to be serene telescope with no moving parts & was to be network of small, stationary antennas that would be dotted in groups across about 400 km in radius & all linked by optic-fibre cable.
- LOFAR radio telescope is designed to be operative in approximate frequency range of 30 200 MHZ & is low frequency complement to Square Kilometre Array (SKA) telescope, which is designed to cover range 150 MHZ to above 10 GHZ.

Proponents of this project were five scientists representing an international consortium.
- Sites in USA (San Augustin in New Mexico) & Netherlands (Border-Odoorn region) were considered, but preferred was at Mileura Station in Mid West region as it had advantage of having very low level background radio signals.
- Netherlands Foundation for Research in Astronomy has now abandoned consortium as Foundation was not prepared to contribute towards project being constructed outside Netherlands.
- Construction had been expected to commence in 2006.
