Details
  • Finance and DEW have entered into a Memorandum of Understanding to provide accommodation for DEW on the site.
  • The site is likely to incorporate 35,000sq m Net Lettable Area (NLA) for DEW, including a building which will seek to achieve a 6 star Green Star office design as built rating and a 5 star Australian Building Greenhouse Rating (ABGR).
  • In addition there have also been discussions with the potential cotenants of approximately 25,000sq m regarding accommodation on the Site.
  • The Site also requires a car parking solution that is acceptable to all stakeholders.
  • The Start-up Consultant will be responsible to PMB (Property Management Branch) for providing the following advice and documentation, as required, in relation to the Project under a two phase contract as set out below.
  • Tenderers should note that Phase 2 services may not be required under potential divestment options.
  • A decision regarding whether Phase 2 services are required will be made following completion of Phase 1 services and a decision by Finance regarding the divestment method.
  • Phase 1: Undertake a site options analysis; Undertake a blocking and stacking of DEW; Delivery of a Statement of Requirements which incorporates the requirements of DEW and potential cotenant(s); Undertake a traffic and parking study; Assistance as required with the potential preparation of tender documentation associated with the divestment of York Park North in accordance with the Commonwealth Procurement Guidelines (CPGs); Provide financial and risk management advice including market analysis, business case development, a project cost plan and risk management strategy; Attend meetings and participate in consultation with relevant stakeholders including but not limited to DEW and the National Capital Authority; and provide a documentation pack which includes: a site options analysis; blocking and stacking analysis; a Statement of Requirements; and a communications strategy.
  • Phase 2: Building design including Base Building Brief and Functional Design Brief for DEW and potential cotenant(s); Develop a base building brief for Car Parking requirements; Provide financial and risk management advice including market analysis, business case development, a project cost plan and risk management strategy; Relevant preparation/endorsement for approvals and certification from applicable bodies including the National Capital Authority, DEW, Public Works Committee and Green Building Council of Australia; Design and approval documentation including but not limited to base building brief, functional design brief and concept and sketch plans; and attend meetings and participate in consultation with relevant stakeholders including but not limited to DEW and the National Capital Authority.
