FRANKLIN HARBOUR ROADWORKS & INFRASTRUCTURE
Roadworks/Infrastructure project at .Various locations within the Boundaries of Port Gibbon & Cedar Ave, Cowell, SA 5602 in the Civil Engineering (Roads, Air runways, Surface car parks, Kerbs, Culverts, Elevated highways). Preparation of a concept design for sealed roads, kerb & water table, stormwater, sewer & potable water reticulation system for the township of Port Gibbon & also the design of road & associated infrastructure for Cedar Ave in the Township of Cowell. The Port Gibbon Township is situated on the east coast of the Eyre Peninsula approx 20 km southwest of Cowell. The settlement currently consists of 21 developed freehold allotments (mostly coastal shacks) & 25 council owned undeveloped freehold allotments, that are serviced by unsealed sheeted roads. There is a 5 year old EWS Go Treat Wastewater Treatment Plant installed that services the existing shacks that also has the capacity to serve the ultimate development of the town. Council intends to develop the 25 allotments on the western side of the settlement for sale. Engineering surveys of the Port Gibbon Township & Cedar Ave have been undertaken. A 10cm aerial survey with high definition imagery has also been carried out in 2012. The standards for design of infrastructure shall be consistent with Councils Land Development Policy, July 2013. Any deviation from standards therein shall be in consultation with & agreed in writing by Council. This brief for design at Port Gibbon shall be a (2) staged project whereas in Stage 1, the Design Engineer shall: a) Develop concept designs of road infrastructure to service the (approx) 50 allotments (developed & undeveloped) including kerb & water table. b) Assess stormwater flows & provide concept designs (in consultation with Council) for stormwater infrastructure to cater for the developed & undeveloped allotments; c) Prepare concept design sewer collection system & property connections between the undeveloped allotments on Barden St & Hennessy Tce & the WWTP on Ocean Blvd; d) Assess effluent disposal system & (if required) concept design extension to cater for waste water flows undeveloped lots; e) Consult with council on issues arising from concept design. The completion of Stage 1 (Port Gibbon) shall constitute a hold point where Council will consider the concept designs. Following a decision to proceed with Stage 2 the design engineer shall: 1) Prepare engineering drawings for construction of road & associated infrastructure as detailed above (including cut/fill volume calculation); 2) Design a reticulated potable water supply for the allotments adjacent to Barden St & Hennessy Tce to connect to councils existing supply; 3) Prepare & submit applications to Department of Health/EPA for sewer/disposal extensions; 4) Advise council on issues arising during construction. The brief for the design of Cedar Ave, Cowell shall be as follows: Prepare engineering drawings for construction of road, kerb & water table & associated infrastructure in consultation with council. The Principal invites tenders for the provision of demolition works at Tonsley, South Road, Clovelly Park. SCOPE OF WORK Renewal SA is undertaking redevelopment of the former Mitsubishi site at Tonsley. The Site is located in metropolitan Adelaide, between Marion Road & South Road. The Site has been partially developed, with buildings having been constructed for various occupiers including TAFE SA, Flinders University & Siemens, along with public realm areas & supporting infrastructure. A number of coffee shops & a convenience store have also been constructed within the former Main Assembly Building (MAB). To enable further development of the Site, Renewal SA has identified a requirement to demolish a number of structures which formed part of Mitsubishi Motors Australias original manufacturing operations in the western area of the Site. This specification identifies requirements for the demolition of the structures & associated infrastructure on the site. The structures are listed as follows: Building 1: Vehicle service centre Building 2: Gatehouse Building 3: Shipping office Building 4: Storage building & lean-to canopy Building 5: Fire extinguisher / hazardous material storage Redundant air-conditioning unit. The scope of work shall include the following: 1) Removal & appropriate disposal of all asbestos ? note, the Contractor should arrange to visit the Site during the Tender period to familiarise himself with the full scope of asbestos removal. 2) Disconnection of services, to include cut & capping etc. 3) Removal of redundant above ground & buried service infrastructure. 4) Demolition of buildings. 5) Removal of several vehicle repair pits within Building 1. 6) Removal of all concrete footings. 7) Removal of ancillary concrete slabs. 8) Removal of fencing, lighting columns & other associated items as identified. 9) Installation of permanent cyclone wire fencing to fill gap left by demolition of the canopy on the east elevation of building 1, to match existing fencing to the north. 10) Reinstate all fences damaged or removed to carry out the demolition work. 11) Removal of certain shrubs & trees. 12) Removal of general site detritus & rubbish, including office furniture, pallets, containers etc. 13) Removal of redundant air-conditioning unit north of the Boiler House. 14) Removal of demolished material from Site. 15) Regrade & making safe of all excavations (e.g. remove sharp or vertical drops) from disturbed areas to ensure area is left in a safe state. 16) Backfill deep excavations in Building 1 footprint with clean fill that meets Waste fill classification (light compaction only required). 17) Liaison & cooperation with Renewal SA & any service authorities in relation to utility diversions, terminations & other utility works. 18) Liaison & cooperation with Renewal SA & Superintendent on matters relating to vehicular & pedestrian access to other stakeholders on the site including but not limited to the DPTI Park n Ride car Park, SIEC car park, SAPN substation, commercial vehicles, general public movements & site tenants. 19) Liaise with Renewal SA environmental consultant regarding contamination issues & groundwater monitoring wells. 20) Take appropriate steps to preserve ground water monitoring wells within the Site footprint by cutting around them & protecting with temporary fencing. 21) Disposal of material (including but not limited to asbestos, concrete pavement, concrete footings kerbs, asphalt etc.) shall be to an approved recycling depot (where possible).
