The first floor of the development includes: public garden; water series and playscape feature, which will flow down to the ground level; provision for events; rooftop bars; cafe/restaurant; local and indigenous art sculptures and play equipment. The market hall is considered a key attraction of the City Square and will provide large, open space incorporating double height roofing, several fixed stall tenancies and several expandable non-permanent kiosks. The Laneway restaurant/bar will be located on the northern arm of the Horseshoe Bridge and will introduce community, retail and food/beverage uses. The urban garden would likely include a hard stand area or amphitheatre to accommodate smaller scale events, functions and gatherings and small pop up market stalls and should include provision for events infrastructure, such as power, data, water, gas, sewerage, loading, access and egress, etc. A 4-5 storey digital tower will be commissioned within the site. William Street Mall will act as a major thoroughfare and will form the main entry into the City Square. The mall will provide a multipurpose transit plaza linking the underground bus station and the future light rail, and will include: predominantly paved surfaces; provision for future light rail stop including feature canopies; entry experience into the City Square from the north and south of the city; trees and shade structures; termination of the major water feature; seating; events infrastructure, including plug in points, power, data, water, sewer, etc; signage; flexible plaza space to support small scale events, pop up markets, etc; and feature lighting.
