LAKE MACQUARIE COUNCIL ADMINISTRATION BUILDING & CIVIC PRECINCT

Council is considering the long term location of their Administration Building, both strategically within the City and to meet future accommodation requirements. A working party was formed by LMCC to identify and explore the relevant issues and prepare a preliminary recommendation of the most suitable long-term strategic location of this building. The Glendale option has been identified by the working party as the most preferred option. It would require the purchasing of a site at Glendale and the development of a purpose built civic precinct accommodating the Council Administration Building and other ancillary facilities. The existing Administration Building site would be sold and possibly other landholdings nearby, for an alternative use, or as a development parcel. If the preferred option is not viable then the alternative option would be to redevelop the current site, at Speers Point, including the surrounding land holdings, to increase car parking and office space to meet future requirements, as well as the possible development of a civic precinct. An option is to deliver the civic precinct by means of a joint venture with a private developer. It is estimated that a total GFA of approximately 11,272sq m will be required by 2018 (based on 523 staff) and 13,780sqm (based on 703 staff) will be required by 2028, including a new district library of some 2,000sq m. Conversion of existing 5 storey former Grace Bros warehouse building for the Instituto Cervantes. The development will house language classrooms, multimedia rooms, library, exhibition space & 120 seat state of the art theatre. Ancillary office space. Project will comprise change of use to a language school and cultural centre, application for a Place of Public Entertainment (POPE) licence, and internal alterations. The proposed school and cultural centre will be known as the 'Instituto Cervantes' and proposes 353 students/visitors, 47 staff. a POPE licence for 146 people, and alterations including the addition of an auditorium, a library, exhibition and function space, classrooms and office space. Level 1 (auditorium and function space): new 125 seat auditorium plus storage room, speaker's platform and an audio-visual room; demolition of the existing shower room and tea room; and retention of the existing ceiling, lighting and floor coverings. Level 2 (library zone and exhibition space): no changes to this floor other than the installation of the staircase. Level 3 (student learning space): 7 classrooms; notice boards to be attached to the wall; 15 student lockers; and feature wall with coat hooks in four of the classrooms. Level 4 (student learning space): removal of the existing reception fitout and the office partitions; insertion of a staircase; partitions for f4 classrooms, plus a meeting room, media room and storage area. Level 5 (administration support zone): removal of the existing internal fitout on this floor except the layout bench and pulldown stairs (known as the mezzanine level) at the south rear section of the floor; new partitions to be fitted out for offices; and where applicable, the removal of existing glass infill between trusses.
