SEACLIFF SPORTS COMPLEX CONSULTANCY

This brief details the scope of services to be provided by the individual/entity appointed to fill the role of Project Manager (Superintendent & Contract Administrator) for the City of Holdfast Bay for the construction of the Seacliff Sports Complex, Kauri Parade, Seacliff SA. Located in the Seacliff Ward of the City of Holdfast Bay in the inner southern suburbs of the Adelaide metropolitan area, Kauri Parade (incorporating the John Mathwin Reserve) is one of three sporting hubs in the City with the other two being the Glenelg & Brighton Oval precincts. The existing site is currently used by a variety of sporting groups including the Seacliff Sports Club, Seacliff Tennis Club, City of Holdfast Bay Concert Band as well as the Seacliff Hockey Club. The project requires the demolition of existing shelters, playground equipment, path lighting, paving, vegetation & the existing clubrooms. The new staged works, involves the construction of twelve tennis courts, a three storey sports/community complex, together with the upgrade of the existing hockey pitch. The site is located on a sloping site, has previously been used as landfill, requiring specialised civil design due to fill material, with an Auditor, EPA involvement & monitoring. The project has a nominal value of $12M & has to be delivered in a high profile, high public usage location, requiring a reliable contractor, experienced in this type of work. The successful contractor will be required to liaise with the various consultants involved in the design of the complex, who will continue to provide design interpretation support as required during the construction phase of the project. Council is currently in the process of appointing construction companies for the three main components & by the time this tender is awarded it is expected the relevant contractors will be known & ready to commence preliminary works. As the custodian of the site, Council has an obligation to ensure the project is managed in a professional manner, by an experience company with a background in the construction & management of sporting complexes, consultation with Local & State Government Departments, the public, together with the EPA (as land fill gas, contaminated soils, etc, are to be monitored & reported). KENSINGTON & PENFOLD TENNIS COURTS REFURBISHMENT

The City of Burnside has a range of existing recreational assets that include over 30 established tennis courts. Council has through various existing strategies committed to the ongoing renewal & care of the tennis courts. This tender is to address the potential renewal of tennis courts within Councils open space reserve network. Tendered works may include total court reconstruction & renewal through to court resurfacing, line marking &/or cleaning. The Sports & Recreation Strategy also identifies the potential conversion of some existing tennis courts into multi use facilities such as dual use tennis/netball, tennis/basketball where required. This tender identifies two (2) reserves within the 2015/16 annual business plan where existing tennis courts are to be rebuilt &/or resurfaced. The Council is now seeking a Tenderer to undertake all scheduled repair works associated with tennis court renewal & upgrades across the City. The works have been separated into two (2) parts. Part 1: Kensington Gardens Reserve Tennis Courts resurfacing & installation of new tennis/netball posts nets & remarking. Kensington Gardens Reserve is one of three Regional Parks within the Citys Open Space network. The scope of works is directly associated with the resurfacing of two (2) existing courts located on the western side of the reserve. The playing surfaces are now considered to be in poor condition considering the high rate of use. The courts are to be resurfaced with a new 15-30mm layer of new bitumen to ensure fall levels are appropriate & do not collect stormwater. The ultimate amount of new bitumen shall be determined in consultation with the Principal. Both courts will be relined & marked for both tennis & netball use. The project includes the installation of recreational standard netball pots & nets, as well as interchangeable for seasonal use. Scope of Works includes, but is not limited to: 1) Undertake bitumen profiling to ensure obvious bumps or depressions are minimised; 2) Repair any major cracks that may impact integrity of the finished surfaces & re-level surface with a new 25mm layer of bitumen to ensure a smooth, safe surface that falls to existing drainage levels; 3) Using line paint specified for sports line marking, mark tennis courts in white, in accordance with manufacturers instructions; 4) Using line paint specified for sports line marking, mark (2) netball courts in yellow in accordance with manufacturers instructions; 5) Supply & install two (2) sets of durable & rigid netball post/sleeves as per standards applicable to recreational netball use (locations to be confirmed by Superintendent on site & in writing); 6) Supply & install two (2) sets of durable & rigid tennis posts/sleeves as per standards applicable to recreational tennis court use; 7) The existing backstop fencing shall be retained & does not form part of the works. The site & its ultimate long term use as multiuse courts is the subject of a long term Master Planning process & as such the installation of back stop fencing/netting is not required; 8) The existing Perma Pine timber Shelter shall be demolished & removed from the site. The Tenderer shall dispose of the waste to a licenced waste transfer facility; 9) The Tenderer shall include as part of the works an extension to the existing finished bitumen playing surface a new bitumen based platform/pad of approximately 3m in length & 2m in width upon which will be placed a new shade shelter (by others). The new platform/pad shall be formed so as to prevent stormwater runoff from the courts accumulating in & around the new platform pad.
