FRANKLIN HARBOUR ROADWORKS & INFRASTRUCTURE
Roadworks/Infrastructure project at .Various locations within the Boundaries of Port Gibbon & Cedar Ave, Cowell, SA 5602 in the Public Utilities (Treatment plants, Sewerage reticulation). Preparation of a concept design for sealed roads, kerb & water table, stormwater, sewer & potable water reticulation system for the township of Port Gibbon & also the design of road & associated infrastructure for Cedar Ave in the Township of Cowell. The Port Gibbon Township is situated on the east coast of the Eyre Peninsula approx 20 km southwest of Cowell. The settlement currently consists of 21 developed freehold allotments (mostly coastal shacks) & 25 council owned undeveloped freehold allotments, that are serviced by unsealed sheeted roads. There is a 5 year old EWS Go Treat Wastewater Treatment Plant installed that services the existing shacks that also has the capacity to serve the ultimate development of the town. Council intends to develop the 25 allotments on the western side of the settlement for sale. Engineering surveys of the Port Gibbon Township & Cedar Ave have been undertaken. A 10cm aerial survey with high definition imagery has also been carried out in 2012. The standards for design of infrastructure shall be consistent with Councils Land Development Policy, July 2013. Any deviation from standards therein shall be in consultation with & agreed in writing by Council. This brief for design at Port Gibbon shall be a (2) staged project whereas in Stage 1, the Design Engineer shall: a) Develop concept designs of road infrastructure to service the (approx) 50 allotments (developed & undeveloped) including kerb & water table. b) Assess stormwater flows & provide concept designs (in consultation with Council) for stormwater infrastructure to cater for the developed & undeveloped allotments; c) Prepare concept design sewer collection system & property connections between the undeveloped allotments on Barden St & Hennessy Tce & the WWTP on Ocean Blvd; d) Assess effluent disposal system & (if required) concept design extension to cater for waste water flows undeveloped lots; e) Consult with council on issues arising from concept design. The completion of Stage 1 (Port Gibbon) shall constitute a hold point where Council will consider the concept designs. Following a decision to proceed with Stage 2 the design engineer shall: 1) Prepare engineering drawings for construction of road & associated infrastructure as detailed above (including cut/fill volume calculation); 2) Design a reticulated potable water supply for the allotments adjacent to Barden St & Hennessy Tce to connect to councils existing supply; 3) Prepare & submit applications to Department of Health/EPA for sewer/disposal extensions; 4) Advise council on issues arising during construction. The brief for the design of Cedar Ave, Cowell shall be as follows: Prepare engineering drawings for construction of road, kerb & water table & associated infrastructure in consultation with council. RIVER GLEN MARINA WATER TREATMENT PLANT
Public Utilities (Treatment plants, Sewerage reticulation) project In The Murray Bridge Council Area of Local Govt ownership. The Council invites Expressions of Interest from Registrants for the provision to Supply, Install & Commission a Packaged Water Treatment Plant at the River Glen Marina. The River Glen Marina water supply scheme was designed & commissioned in 1991 by Fletcher Scott Furphy Consulting Engineers & services 30 residential properties & 109 houseboat berths, of which 30 berths are allocated for permanent occupation. The water supply draws from the Murray River via a suction line, which is pumped to the treatment plant located approximately half way between the river & the main Jervois Rd. Treated water is reticulated through both the housing development & marina via an unmetered connection at each residential property, marina service bollard, berth & also the wharf re-fuelling point. An investigation was carried out by Wallbridge & Gilbert Consulting Engineers in January 2008 for both the Potable Water & Waste Water treatment facilities at River Glen to determine the systems adequacy & develop a recommendation plan to manage both systems for the future. A significant finding made at the time of the investigation was that the Water Treatment Plant would require either a major overall or complete replacement within a 3 to 5 year period. The Rural City of Murray Bridge has provided in this project brief a broad outline of the requirements as part of this REOI. This list provides only a minimum requirement & registrants are encouraged to provide : 1) innovation; 2) an alternative solution for consideration; 3) Supply, install (including all required earthworks) & commissioning (including power connection) a package Water Treatment Plant (WTP) that will meet or exceed all requirements as set out in the Australian Drinking Water guidelines. Make use (if required) of the existing concrete tank located on Council owned land adjacent the Jervois Rd for with raw or treated water storage (refer supplied site plan). 2) Provide an allowance to produce detailed construction plans of the WTP sufficient to obtain Development Approval from Council. 3) Extend the raw water delivery infrastructure from its existing location, up Marina View Rd, adjacent the current WTP, to the proposed location (approx. 100m). Allow for all pavement reinstatement of Marina View Rd. 4) Extend the treated water delivery infrastructure from its existing location, up Marina View Rd, adjacent the current WTP to the proposed location, (approx 100m). Allow for all pavement reinstatement of Marina View Rd, 5) Relocate & make use of the existing delivery pump set located in the existing WTP (specification provided); 6) Provide a proposal including a schedule of rates, monthly (or annual) operation fee structure & any other applicable charges to manage, operate & monitor all aspects of the plant to ensure ongoing compliance with the Australian Drinking Water Guidelines. 7) Assess the suitability of the existing raw water delivery pump to provide the package WTP with sufficient inflow, & provide telemetry, to ensure raw water pump failure is monitored as part of any ongoing operation/maintenance contract. PENNESHAW WASTE WATER TREATMENT PLANT
New project of Public Utilities (Treatment plants, Sewerage reticulation) project at Binneys Track, Penneshaw, SA 5222. The Council invites tenders from suitably qualified & experienced Tenderers for the provision of Plant & Labour for construction of Wastewater Treatment Plant at Penneshaw. There are currently in the order of 235 existing houses in the township of Penneshaw, including the Seafront Hotel, Penneshaw Hotel, Backpackers & Youth Hostel & the newly redeveloped Caravan Park. The ultimate development within the township boundary specified by Council is approximately 435 allotments. Currently wastewater treatment from the existing houses is achieved by on-site treatment via septic tanks or aerobic systems & discharge to soakage trenches or irrigation Council proposes constructing a full sewage collection scheme with connections provided to each property within the scheme limits. Sewage will be collected by a combination of gravity drains & rising main & discharged to the treatment plant site, some 3 kilometres south east of the town. Construction of the collection network being full sewer is expected to be completed in stages in order to service fully developed parts of the township initially & expanded as the township develops. Treated wastewater will be stored in the lagoon at the WWTP site. Class B effluent, as outlined in the SA Reclaimed Water Guidelines shall be achieve. Filtration & disinfection is to be undertaken after the lagoons & recycled water will be used for irrigation. The treatment requirement is to achieve a mean value BOD not greater than 20 mg/L & a mean value of suspended solids not greater than 30 mg/L. A median termotolerant coliform (E coli) prior to irrigation shall be not greater than 100/100 mL. Scope of Works: This tender is for the supply & installation of a WWTP & adjacent irrigation system to service the ultimate development level for the Township of Penneshaw, Kangaroo Island. Works Included: The tendered contract is performance based & will provide: a) Power connection; b) Inlet screen (if required by Process Design); c) Extended aeration treatment plant capable of producing Class B treated effluent; d) Gravity discharge of effluent to Storage Lagoon; e) Lagoon water pumps; f) Filtration equipment; g) Disinfection system; h) Irrigation system at the nearby site (including wobbler sprinklers); i) Control equipment housed in a shed; j) All other works required for the completion of the scheme. The treatment plant will be constructed on a hardstand pad adjacent the storage lagoon. The construction works are to start once the lagoon civil works are completed, which is expected to be 12 months away subject to approvals. MOUNT COMPASS COMMUNITY WASTEWATER MANAGEMENT SYSTEM
Public Utilities (Treatment plants, Sewerage reticulation) project for New development. The township of Mt Compass is located approximately 60km south of Adelaide on Victor Harbor Rd. The township consists of approximately 400 houses & a small commercial area. Wastewater is collected by a system of gravity drains, pump stations & rising mains. Wastewater, which includes septic tank effluent & full sewer, is currently discharged to the wastewater treatment plant located at Sand Mine Rd. The existing plant has reached its capacity & a new plant has to be constructed. A storage lagoon to discharge the treated effluent & to balance water for reuse has been recently installed at an old mine site west of the existing treatment plant. Project will deliver a reuse water balance lagoon to buffer additional flows from this expansion. The Principal invites tenders from Tenderers for the provision of the Wastewater Treatment Plant at Mount Compass. The project will deliver the Wastewater Treatment Plant at Mount Compass as part of the Mount Compass Community Wastewater Management System (CWMS). The project includes: 1) Construction of two concrete tanks 10m diameter & 4m deep each; 2) Construction of Control Shed including adjacent veranda & concrete pad; 3) Construction of screen support platform & installation of screen; 4) Supply & Installation of Waste Activated Sludge (WAS) tank (50kL); 5) Supply & Installation of two chlorine contact tanks (50 kL each); 6) Supply & Installation of treated water balance tank (50 kL); 7) Supply & Installation of treated water screen filter; 8) Supply & Installation of chlorine dosing system; 9) Supply & Installation of rainwater tank & rainwater reuse system; 10) Supply & Installation of all process pipework including valves, actuators, fittings, supports & flush systems; 11) Supply & Installation of all pumping & process equipment; 12) Supply & Installation of all specified instrumentation; 13) Supply & Installation of all electrical conduits; 14) Testing & Commissioning; 15) As constructed drawings. The project does not include electrical connection & control system. These items will be delivered by the Principal. The following list indicates the main elements of the Works sufficient to ensure that the Tenderer is aware of the scope of the Tender. It does not detail duties, actions or items of supply on minor works which are self evident or inherent to the satisfactory completion of the scheme as described within the tender documents. Preliminaries: These include - a) The transportation of all personnel, plant & materials to & from the site & the provision of temporary site accommodation; b) The provision of all personnel, facilities & amenities for the administration of the works of the scheme including temporary connections to Telstra/NBN, ETSA & SA Water; c) All setting out of the works, including locating services, survey for identifying boundary locations, connection points & temporary bench marks etc; d) Provision of office facilities for the Superintendents Representative for the duration of the works; e) Provision for quality control & assurance, environmental controls & traffic management; f) Provision for all site security; g) Obtaining all licenses & payment of fees where required for conduct of the Works & compliance with all regulations relating to the Works; h) Compaction testing of trench backfill; & i) Other preliminaries as required by the Tenderer as outlined in the tender schedule. The Principal invites tenders for the provision of Normanville Community Waste Scheme (CWMS) Pump Station Communications Upgrade (the Services). The District Council of Yankalilla has resolved to upgrade the communication systems integrated with the Normanville Community Waste Management Scheme (CWMS). The works will vary from site to site & include but not be limited to: 1) Upgrade of infrastructure; & 2) Upgrade of electrical components. The Normanville Community Waste Management Scheme (CWMS) utilises a combination of gravity drains & rising mains to collect & to transport effluent to Normanville Waste Water Treatment Plant (WWTP) located at Hay Flat Road. The CWMS services approximately 2000 connections within the Normanville & Yankalilla area is currently operated by the District Council of Yankalilla staff. The gravity network drainage system services the majority of allotments which then feed into 13 pump stations operated by Council & 3 privately operated pump stations. The majority of these pump stations are for Septic Tanks Effluent Disposal Scheme (STEDS). The Links Lady Bay stations are however, full sewer. The Normanville gravity drain network has been installed in the last 20 years. The pump stations allow for the transportation of effluent & sewage to the Hay Flat Road WWTP. The majority of the pump stations within the scheme feed into pump station No 3 (PS3) along Jetty Road, & then directly transfers effluent to the WWTP, with the exception of Links Lady Bay, which utilises a dedicated rising main to transport effluent to the WWTP. The system currently communicates via a telemetry system, which utilises Telstra 2G network. At the end of 2016 the 2G network will be switched off, resulting in Council?s current communications ceasing to function. Council has resolved to undertake an upgrade of the communication devices in order to maintain communications. 2 test sites have been established within the Normanville network to gauge the type of communication upgrade Council wishes to proceed in obtaining. The sites are Henry Court & Carrickalinga Sands. These sites have been used as the basis for the future upgrade. We have also identified additional works which will see greater control, efficiency & monitoring capabilities. This includes but not limited to the use of additional sensors & mechanical equipment. These pump stations have been assessed by Council & the scope of works required for each station was generated based upon this assessment. Scope of the Project 12 pump stations have been identified as requiring upgrade works. Each of the pump stations require different levels of works. The work is to include an initial start up site inspection on each pump station to identify any issues with the work proposed & finalise the extent of the work. The Contractor shall take legal possession of each site individually during the course of works being undertaken, & will assume all responsibility for the safety on the site while works are in progress. In particular, the Contractor shall: a) Restrict the works in progress to enable each pump station to remain operational during the upgrade with outages being minimized in order to prevent spills.Works to be completed by the stipulated finish time (7am-7pm) each day so that pump stations are not left exposed overnight. b) Emergency measures are in place to ensure no spillage occurs at the station whilst the station is worked on. c) Special Consideration will need to be given to pump station 3. This station has been identified as the critical point in the network. Arrangements may need to be made to manage the incoming flows from the network.
