THE CUMBERLAND DIG SITE - SYDNEY HARBOUR YHA & BIG DIG EDUCATION CENTRE
Hostel/Archaeological Centre - 4 Storey project at 106-128 (Lot 2) Cumberland St (DP777656) & 81-101 Gloucester St, The Rocks, NSW 2000 in the Social (Library, Archives, Galleries, Museums, Interpretive centres, Tourist info). Construction of a youth hostel, archaeological education centre and shop on the site formerly known as the ?Dig Site? The project is to be known as Sydney Harbour YHA and the Big Dig Education Centre. The proposal comprises: a 106 room & 354 bed 3/4 storey youth hostel building with associated communal facilities; an Archaeological Education Centre housed in a separate single level building to be used as an educational facility; & a retail shop of 110sq m floor space at the Cumberland Street level. The proposed development has been designed to reflect the pattern of laneways which originally extended through the site as revealed through the archaeological excavations. These original laneways are to be re-instated as part of the development to provide accessibility to the archaeological dig site. Hence, the proposal creates three distinct structures as follows: one part of the Hostel occupies the northern part of the site, to the north of what was Cribbs Lane which extended east-west through the centre of the site. The development footprint extends from Cumberland Street to the west through to Gloucester Street to the east. This structure will be partially elevated, apart from the entry foyer/retail shop along Cumberland Street and have 3 levels of accommodation with common areas above; second part of the Hostel occupies the south-western part of the site bounded by the alignments of Cribbs Lane to the north and the extension of Carahers Lane to the east with direct frontage to Cumberland Street. This structure is fully elevated above the site and provides 3 levels of accommodation; free-standing archaeological education centre is proposed to be sited in the southeastern corner of the site between what was Carahers Lane and Gloucester Street. The two parts of the Hostel development are linked by walkways at the upper levels over the western end of Cribbs Lane. The rooms within each part of the proposed youth hostel are arranged around central voids allowing for views down to the remains below. The development is proposed to be predominantly suspended over the remains (apart from footings) to allow views of and access to the remains. Footings are placed to minimise impacts on important historical remains. The entry foyer/garbage room/elevator are proposed to be at ground level along Cumberland Street frontage to provide an active street frontage. The remainder of the site frontage is to be relatively untouched apart from the erection of metal façade screens reflecting the scale of the original buildings on the site. The proposal also includes the construction of stairs and landings on the Cumberland and Gloucester Street footpaths at the eastern and western ends of Cribbs Lane to allow pedestrian access to the existing site levels/remains.
